I recently switched over to some clearish blue DRLs that look good when it is just them that are on against my Silver car but when the headlights turn on they look like a dull creamy white. I'm no electrician and I don't remember exactly how the dual socket type thing works so what I'm trying to figure out: is it possible to switch the circuitry so that the DRLs are dull and then when the headlights are on the DRLs are bright. When the blinker is on it might start differently but it would be the same going from dull to bright or bright to dull.

Do you like the color match when the headlights are on and the turn signal is on (during the "bright" phase)? Then you could EXPERIMENT with cutting and interchanging the two wires that go to the socket and that are NOT the ground. You might have to play around with a voltmeter to identify the ground wire, or get someone to look up the colorcode for the wires in their shop manual.
OK, I went to look them up. Ground is black (duh!) don't mess with that. Turn signal-DRL wires (bright lights) are blue-white, and parking lights (dull) are brown. Cut those and interchange them for your EXPERIMENT. This very well may not work, which is why I labeled it an EXPERIMENT. For example, with the headlights on and your DRL's on BRIGHT, the turnsignal would just be illuminating and quenching the DULL filament, and may not make much contrast. Also, since the DULL filament will not draw as much current, the BCM may think one bulb is burned out and flash your turn signals really fast. Then you get to explore the wonderful world of ballast resistors.

Well I would actually rather staying away from the wiring in the Vette. I'm just curious if maybe I could swap the dual leads on the bulb itself so it kinda switches the bright and dull...
