Does the 1-4 light still come on, or does the fuse disable that as well?

The 1-4 indicator in the dash will still be there. The small lamp in the fuse places enough current draw to fool the car into believing it is activating the skip shift solenoid....same as the old school CAGS eliminator that has been around for years. To get rid of the dash indicator you would have to have a "tuner" tune the feature out of your car's ECM.
I know it's a total Noob question, but how exactly do you blow the fuse prior to putting it in?
The simplest way is to use a battery charger if you have one. Connect each lead to one side of the fuse and then plug the charger in....poof! Another option would be to use the car's battery with a couple of short leads to do the same thing.

Use a battery charger and hook it up to the leads on the fuse BEFORE plugging the charger in... I did it backwards, arched a spark and melted one of the leads on the fuse.
