Can I safely go up to 18x9 from 8.5 and 19x10.5 from 10 in. rim widths a still use stock tires.

Tires are 18x245 and 19x285.

Likely only a tiny bit more so than stock, not drastically stretched though. Any wider than that though and they could potentially appear that way but even at 11" and 9.5" wide they'd still work.
