I need some help picking out a good set of rotors and brake pads that will be good for the track as well as the street, don't have any brake squeal, and that are around $400.

My suggestion would be you need to up your budget if you want track capable rotors and pads. Also, there is no such thing as a street/track pad. If a pad is good on the street it's a compromise on the track. If it's good on the track it isn't suitable for the street. Not to mention running track pads all the time can cause damage to wheels, paint etc. Ask me how I know.

but I made my stock C5 Z06 brakes work in Germany on the Nurburgring. The number one thing I did was take driving lessons. Then DRM air ducts, DRM stainless steel caliper pistons, and high temp brake fluid. I used stock C5 Z06 brake pads and after these mods pad taper was greatly reduced. The C5 Z06 is a good compromise because it's great on the street, it's dust doesn't hurt your finish, and it does not eat the rotor like a race pad. I usually went through two sets of pads on one rotor.
