Can the BCM br reprogramed to prevent hyperflash?
I was thinking of going to LED switchback driving lights but do not like the idea of load resistors. Can the BCM be reprogtamed with a lower current setting?

Check this thread and you may decide against attempting to use the Switchback LED's to replace the DRL/Turn Signal/Parking Lights.
At this point no one (and I've been looking for a while) has posted anything about successfully re-programming the BCM to eliminate hyper-flash.
Installing Load Resistors w/heat sinks is not all that daunting. Use the Search for LED Installs detailing the DIY approach.
