Default FMVSS information needed

Does any one know where i can find the information or a GM bullitain on how GM lobbied the US government for the removal of the steering column lock on the 2006 and up C6 manual transmission cars.

I have been looking for days and cant find any thing official.

I need this legislation or some evidence to try and get a car passed for road worthiness in Australia as its a requirement that the vehicle has a steering lock or transmission lock or brake lock when the car is parked and the ignition OFF.

Please any info would be helpful.

The NHTSA put out the "Special Policy Adjustment" to allow GM to disable the locks. Beginning with the 2006 model year GM removed the locks from Corvettes.
