I don't remember, do the audio controls light-up? It's been so many months since I've driven my 09. 
You might try twisting the little **** on the front panel just below your left knee. It controls the instrument panel illumination, so maybe it also controls the steering wheel lights.
But if the audio controls light-up sometimes and not others, I have no idea. Maybe someone who knows for sure will chime in.
BTW, if you push that ****, I believe it turns-on the mirror lights -- and might drain your battery if they don't shutdown like they're supposed to.
