I bought a Z51 rotor/bracket kit and during the removal of the stock base brackets/calipers i see that GM uses a blue thread lock on the bracket bolts and the caliper slider bolts.
I searched and can't seem to find the answer to my question which is. Is the blue thread lock GM uses for the above application the same as the blue medium strength Loctite sold everywhere or is it something special i don't know about?

You want to use the Blue Medium Strength Loctite just as you are thinking. Nothing special.
