Loose Air filter Cover, Is this Normal?

Loose Air filter Cover, Is this Normal?
I tried using the search and couldnt find this topic. I'm not sure if this is normal, but on my 07 theres this somewhat rectangular plastic cover on top of my air box. It has rubber stoppers on it that make it look like its meant to line up on top of the filters but its not snapped in or secured just kinda wedged in there. In fact I can even see the corners of the stock white paper air filters. Never thought that would be normal. Can anyone confirm or deny this? Thanks!

Don't remove it. It's there to keep water out of the air cleaner box. And it does work. After washing your Corvette open the hood and most of the time you will see water sitting on top of it. GM is looking to save every penny on these cars and they would not put it there if it weren't necessary.
