http://en.wikipedia.org/wiki/Weep_hole

Weep holes or "weeper holes" are small openings left in the outer wall of masonry construction as an outlet for water inside a building to move outside the wall and evaporate.

They also have them on water pumps

Believe it or not, the definition above actually answers the question relative to the water pump weep hole. The seal in the water pump will leak some coolant, they all do. If the weep hole wasn't there, the small amount that does leak will build up behind the bearing, and it's seal, and eventually wear out the bearing. Under normal circumstances, the leakage is very minimal at best, if you've done many pumps you would have seen the small stain that is left behind on the housing.

On the opposite end, if the impeller seal fails, the coolant will leak out of the weep hole as well and drain your wallet .....

If it is causing you to lose enough coolant that you have to add to the reservoir or if it's making it to the ground, it's too much. It can be a slight dribble or a substantial leak, it just depends. The normal amount of seepage would be too small to notice in coolant level.

So if I see coolant on the ground it's a bigger problem? The thing is I don't see coolant on the ground after every ride. I'm trying to figure out if my water pump is going bad.

If it's making it to the ground, it's too much, replace the pump before you have to replace the engine
