E Brake Handle Adjustment

E Brake Handle Adjustment
I see there are alot of e brake threads but I haven't found one related to my question. I have about 2 to 3 inches of play at the e brake handle. The rear brakes are new. How do I take the play out of the handles so when I grab the handle it feels firm and the e brake grabs immediately. Do I make adjustments at the handle or at the rear brakes. tks

The e-brake is supposed to be self adjusting but you have to know the secret.
