I have no clue how GM would suggest replacing a pulley assembly that has spun on the crank.
I believe it goes something like this: Put in the new pulley with no balance weights (the pulley is a balanced unit) and cross your fingers.
A quote from the TSB about the loose bolt repair:
Because some balancers may have spun on the crankshaft, transferring weight pins to the same position would produce a random imbalance. For vehicles that exhibit imbalance (very rare), contact Technical Assistance.

even talked to a GM tech, he said the dealer's never scribe balacers.
Just shows how incompetent they are. Not how smart. And what makes you think you could feel a torsional imbalance from the seat of your mark 4 pants?
Yes Gm techs are incompetent, agreed, however 90% of you guys have them do your work still, and manage to survive....
My mark 4 pants offer more of a technical reading then any solutions in this thread..... These same pants notice's when there is a smidge of mud on the balancer of my race truck at 5K rpm... You would be amazed at how accurate they are, they weren't cheap though, and the "kids GAP" sold out years ago...

Sad how people disrespect the fine Engineering coming out of GM. The consumer doesn't understand how it works or what it does so it must not be important.
