If used correctly (and especially when used in conjunction with a dynomometer and/or road tune using a wide band connection) it can help the car do all of that, yes.
I think your comment might confuse a potential new user. I've (and thousands of others) been using the HP Tuners scanner for years with no problems...wouldn't race without it. It gives you fantastic information on the car's vitals - I would HIGHLY recommending getting a wideband as you need that for the complete WOT picture.I use my computer to scan...I don't have, nor never use, the standalone data logging as if I'm bothering to scan, chances are good I'm going to want to tune, and you need the laptop for that.
HP Tuners is not that difficult to learn, particularly if you have some experience in tuning cars, even old school. Their forum is an excellent support device, you will find FAQ's on how to get started, and plenty of people willing to help.
I always encourage folks to bite the bullet - I scan and tune and really enjoy tracking what my car is doing, and adjusting it for the weather conditions (or when I get new mods).
I also highly encourage getting a wideband, and the pro version so you can scan AFR which is a key component.
