i was thinking to get headers on my c6
is it really makes noticeble differents?
are they loud with stock exaust?
i have now stock exaust with cutouts would headers soung without cutouts the same as open cutouts?
is it ok to install cutouts in headers?

In my (and most people's) opinion, no, it's not very loud. Especially when using headers with the 'high flow catted' X-pipe.
Do you mean in the actual header collectors themselves...or just using headers along with cutouts like how you have them now, further towards the back of the car?
You can use cutouts along with headers but it can get very loud.
