Default Radiator fan programming

I had my radiator fan wired to a relay bypassing the default harness so it would always run. Recently replaced the fan and got a new fan control module. Now the car will heat up if idling too long. Highest I let it go was 210 and it was climbing. It used to sit at about 165-185 when it was always in. It's like the fan isn't spinning high speed. It is spinning though verified by sticking a straw in. My Car was tuned a few years ago and they changed the fan program but since I got a new fan control module would that programming go back to stock? Its also about 35 degrees outside too. Another thing is that I don't have my A/C belt put on right now, not sure if this would matter or not? I let it sit idling for about 10 minutes after driving it and the temperature seemed to stay at 210 degrees. Any help would be appreciated

The programming for the fan control is in the PCM and not affected by changing out the module

Fan in stock programming will run a steady 210 to 220 and is normal. I have mine programmed to run @ 90% when it hits 220. Starts at about 60% around 190.
