Default low voltage to rd?

not sure what else to check short of changing out the cable but it seems like im getting a low voltage from the rear view mirror down to my radar detector...i have an older escort passport 8500 and it would go into a startup cycle whenever turned on, unless i was driving on a highway or something and turned it on then (it would stabilize)...i wanted to upgrade so i bought the 9500 version and the second i power it on, i get a low voltage message and it goes to shut off...

the cable has been tested at the end that connects to the rd (and i get between 12-14V, which is more than enough for the rd)...

what else can i check?...i will swap out the cable just to test it out, but is there anything else that could be causing this drop of voltage?...has anyone else ever had this issue?...

You shouldn't get a low voltage disconnect until the voltage drops to around 10.6

thanks, that helps....its weird because the voltage should stay relatively static i would assume...in this case, whether i power on the rd on my own after the car is on or with the car, i get the same message...wonder if its the cable itself?...problem there is, ive tested the cable and get consistent/stable voltage....
