Different weight oil and different oil temperatures, will make a huge difference in oil pressure.
Please post what oil you are using, and what oil temp you have when you take your readings; then the experts will be able to help you more.

Using Mobil 1 5W-30, at 180'F, our 2009 LS3 shows 27 psi at idle.
So yours is definitely lower than ours. Your engine could have been set up that way (deliberately loose), or there could be a problem. Can you talk to the engine builder?
