Default Radiator fan functioning correctly?

So I've read that the fan is supposed to be operating at 15% at 199 deg...My digital coolant temp on the DIC was 203 deg and the fan wasn't running, this is my car sitting at idle. I'm 99.99999% sure the fan wasn't running, i put my hand behing the fan and felt no breeze at all, and didn't hear it spinning (even though its hard to hear the fan operating at low speed over my loud motor) i can not see the fan blades from the angles i tried looking, which is why im not 100% sure.

I then put the AC on and the fan wasn't moving much air at all, deff not operating at 50% or above....

Last i checked, the connector was NOT melted and it is a snug connection. (common problem with increasing resistance/current due to a faulty connection)

Is my fan operating properly? I could just cut and solder the connector to make sure there is not issue there. Honestly its not a big deal to snip then re solder every time i need to remove the fan. (rather have a better secure connection with less ease of serviceability than a dead fan)

Bad PWM box? how often do these fail on stock setups? (not over driven duty cycle)

Car is 06 z51, no tune so fans tables aren't touched.

factory tune should be 85 - 90% at 200 degrees..

Its a PIA but I would bypass the connector... been there done that

Where did you see that figure? I've read 15% aka just kicking on at 199-200....and 90% much higher than that

I thought the factory tables were lower, apparently not

Here is the stock '05 C6 fan table and the one that I have never exceeded 200 degrees with on my 160 t-stat (although I'm not blown).

At the 4 Oçlock position of the fan facing the engine as viewed from the engine side.
