With the HP Tuners scanner you can command the idle up to about 1200 RPM but beyond that you have to start playing with the airflow tables in your tune. I had a similar situation recently where I had a noise at around 1900RPM and after tweaking it for about 10 mins I got it to idle where I needed it to.
Took the car into the dealership today for a check-up and the noise since I bought my car as a "Certified GM" car which includes a year warranty. The tech noted the noise and all they would/could do is replace the belts.
I spoke to the service manager and he agreed that documenting it now was appropriate and actually acknowledged the belt swap would likely not solve the root problem BUT it was what GM called for.

My Scan tool from AutoEnginuity Has a command to set the Engine RPM to any setting. 2010 GS. Never set it to any past 3000, but it did work. I was playing around with the scan tool for testing on what it could do.
