engine fire not starting starter relay, obd2 scanner

engine fire not starting starter relay, obd2 scanner
just to give you some background my 2008 base model manaul had a engine fire that started from the previous owner puting headers on with no heat shield on the slave cylinder line it melted to the header then caught on fire in burned for five minutes before the fire department got there ive replaced most of everthing around and on top of the motor.
so my question is
i just got done putting on the new wiring harness on and put a new battery in and all it does is turn over for about a half a turn then stops whats tells the starter to stay on and for how long ? i tried turning it over with no spark plugs just to see if the starter is week it made no difference the starer still only turned on for a split seccond. i have fuel pressure
my other question is will a reguler obd 2 scanner work on this to just pull the engine codes the scanner i have works on my 04 tahoe. becuse i hooked up the scanner and it just says it wont connect i didnt know if this could mean that the PCM could have been ruined from the fire.
any info would help thanks so much in advance
