Put all the bolts in the manifold but leave the manifold loose.
Insert the tube into the pan, you will probably have to wiggle/bend/finesse the tube a bit to get it to fit.
If I remember it has to be bent forward slightly to fit, but it will go in. Once you have the tube installed in the pan tighten down the manifold and then finesse the tube to put the bolt in.
