No. I was gonna say yes if you take the console apart and manually release the lock lever on the shifter but you still need to put it neutral even to do that. You need 12 volts to get out of park.
So is there a way to get my C6 out of park when car is dead no ignition

If you're up to it, remove the console following the directions in the many threads covering this topic. Either release the plastic shift hook or tie it back to disable it. You'll have difficulty removing the console past the shift lever when it's in PARK. Maybe you can lift it just enough to reach in to release the shift lock.
Have you tracked down what caused the dead system? I'd fix that first before the console removal. Then you can do the OM trick of put in ACC mode and shift to Neutral.

Its really weird coz there is power in the car underhood light and interior lights on but wont unlock with fobs(tried new batteries) and even in the slot makes no difference....even put a power pack on it but nothing

Your first post said car is dead. If you actually do have power then you have the common shifter stuck in park problem. Do a search on here for "stuck in park" and you'll see what needs to be done.
