Hinson Mounts
I would imagine you could powder coat something that was anodized - for sure if you media blasted it first. You might have some trouble getting the bolts back in but nothing a rat tail file won't take care of to get the clearance back (watch for chipping though). But my original thought is, why would you want to? You keep your engine compartment tidy, but even if you put your car on one of those tilt mechanisms to show the underside like I've seen at SEMA, nobody would see the engine mounts!

I bought a set of Pfadt trans mount few years back. Knew the sub par cosmetic chrome on the steel bracket will not endure. Instead of powder coat, since I had excellent experience/results with POR15 on many parts that were one of, irreplaceable on Hot Rod custom projects. I followed the procedure and coated it with POR15. But in the end, had no confidence with the mounts, ended up selling them on the forum for what I paid for.
Here shown my valve covers and coil relocation brackets, polished, then coated with POR15 two parts clear. POR15 will protect even when exposed to battery acid, essentially ended up without maintenance permanently:


But in the case of Hinson motor mounts, it should install along with OEM heat shield, for all practical purpose, they will not be visiable. The trans mount, on the other hand, If I so inclined to take care that itch, I would simply file/grind/smooth/emery/polish for an mirror polish, coated it with RejeX, sit back and enjoy the permanent shine - however hard to see, but I know its there and I know where to look!
In many ways, I am like you, proud of my toys, look onto the 12 points ARP valve cover bolt head, where you can see a dimple - in actuality, the poorly shown dimple consist of two different milled radius curvature - the devil is in the details! Such as coil mount bracket, milled slots for coil wire housing mount and lightening slots:
