Don't know about a CIA but I do know that a CAI doesn't require a tune. I also know that very few companies that advertize CAI's actually sell CAI's. Most just sell a filter replacement and call it a CAI.
When I installed the Vararam CAI I experienced some slight hesitation while maintaining a constant rpm. I was not able to have it tuned out either.
You can see upwards of 20-25 rwhp and a tad less TQ with a tune. Why wouldn't you?
Better yet skip the cold air induction and just get a proper tune. Or do both. The engine is getting more air and cooler too so a tune would be a responsible thing to do.
