Is it worth getting a 2013 CD for the Nav system?
Is there a cheap way to update it?
Should I just exchange out the head unit?
The difference would be the new streets in newer subdivisions. I trade vehicles yearly and to be honest the places I go probably never change much so I can't see much difference. The biggest changes to GM nav units came in 2013 in "some" vehicles but not all...the Corvette was not one of them.

What nav disc do you now have in the unit, and have you found any problem with the current nav map not updated for your areas instead.
As for upgrading the OEM nav unit with an after market nav deck, you will loose the inputs that you get in the HUD unit from the OEM nav unit, but what you gain in features of the aftermarket deck, night and day instead (such a being able to blue tooth to the radio from your smart phone just the beginning).
As for aftermarket decks, I'm a huge fan of Rooted android systems, but if your computer skills suck, then may be better off with a main stream system instead.
Not sure why but GM decided a long time ago not to include all of the street information you might need. I got an offer to update to the 13 disk at half price a couple of years ago and took them up on the update. Some of the older roads in less populated areas still have not been added to the data base (a friend has lived on one of those roads for 12 years and the updated Nav disk still doesn't have any info on the road) some new roads have been added but it is very curious why they don't add the old ones. The last update you will get through the GM program will be 2013. I doubt anybody else will provide further updates due to the low volume, GM definitely won't spend the money on a car that has been out of production for 3 years.
The V9 (2013 DVD) has updated some of the newer roads and streets from the V7 (2011) that I had. The V9 has also added extra hotel chains, restaurants etc. The 2011 DVD did not have Texas Roadhouse Steak restaurant in it's data base. The 2013 has them added.
Unless you travel where newer roads have been added in recent years, your version should suffice. We do lot's of road trips to many states and provinces, so that is the reason that I got the newest version...probably the last one to be made for the C6.
I made a copy of the original, and use it so I can keep the original in like new condition. The Nav DVD copy works A-1. No issues on any of the road trips.
I bought a Garmin Nuvi 2797 for about the price of an update. More features, full 7" screen, free lifetime map updates, traffic and weather, hands free calling and commands.
IMO, there is no reason to update the nav even every few years.
I've been all over the place and only once has it not been able to know where I've been trying to go, due to a new address. America isn't changing THAT fast.
