Impact would be #138.50 ticket in Pa. lol, please remember people need to see you and you them, I think they look cool but I don't know that the average person is going to notice them over clear lenses. I get it, but I defer back to 2nd part of first sentence. (im not that old and I like the murdered look, but there are options that don't effect illumination)
Of course, it depends on the amount of "smoke." Master of the obvious, but not different from amount of "tint" on windows. My take is: anything that reduces visibility is not good, but that really is just for me. I now look at cars that DON'T have HID headlights as being somewhat less appealing than those that do, just for the extra lighting they provide. Going back to halogen isn't what I prefer to do. For instance, riding in my friend's '51 Dodge pickup w. 6 volt headlights is, to be punny, a nightmare. YMMV
I know the debate rages on with adding a protective layer or smoked layer and whether or not it causes "headlamp crazing," but I recommend doing a search on "headlamp crazing" here on the forums and deciding for yourself on the issue.
