Default Drilling in Front Subframe

Need a sanity check here. (2005 Base Coupe) While replacing a power steering hose, I broke off both of the small bolts that hold the low pressure hose "cooler" loops to the front subframe. I've tried drilling them out, but I can't get them out (tried drilling it several ways). I'm sure these are made out of some sort of steel to be fused into the aluminum, and it seems tough whatever it is.

I'm thinking it may be better to just drill 2 new holes in the aluminum (easier to go after) and bolting it there. I'd probably drill out some 6mm holes, then use a nut and bolt. My question is, am I going to mess up the subframe by drilling 2 more holes through it?

I would drill and tap them and install stainless bolts.

Drilling through should be OK too.
