Default Help! Ballast

Took my car to the stealership to get my low beam light changed due to driver side light was out. I was told the light is not out. It's the ballast that need to be replaced. Was told the part is $400 bucks and labor is $300 bucks. Started to get it done, but thought I'd do a lil research before I pay. It's a 2007 base corvette. From my readings I'm wondering do I have to take of the front bumper or can I replace it from the wheel well? Is this something I can do myself???? Help.

There is a recall on 2007 headlights.
Don't remember if it's this exact problem, but wouldn't trust a high dollar dealer diagnosis...

Recall involves fusebox problems with heat cycling the contacts don't touch good enough. All they do is put a jumper wire to bypass.

Not going to be his problem if only one is not working.
