I searched the forums and found info on the solenoid behind the rear passenger taillights. But I wanted to see if anyone can describe this procedure to check vacuum mentioned by ROB20RX7 in a post...

Follow the vacuum lines from the exhaust valve tip all the way up behind the intake manifold. Check to see if the vacuum lines are in contact with the exhaust, pinched or dislodged somewhere in the path. This includes behind the intake manifold which is where the vacuum source port is. I have the oem NPP, I'm not sure if the aftermarket version works the same way.
