I've removed the fenders on a non-Z06 with the front bumper still on. It's a pain the first time because one of the bolts for the fender is under the corner of the bumper, but it was doable.

the fenders will come off without removing the facia. just remove the top screws that hold the top of the facia on.pull that edge out towards the engine. once it is a little loose, lift straight up. there is a clip that holds the facia to the fender between the hood and headlamp area. when lifting straight up, it should release and you will gain access to the hidden screw that holds the fender down.
