Default Is there a part missing or cut?

It looks like there's a piece of plastic that was cut by the eforce installer and since they did such a crappy job I'm wondering if they cut something or if someone can let me know if there's supposed to be a plastic panel under the car under and behind the fans, I took a picture of it and the factory service manual has something that appears that it should be there behind the air dam but there is no full picture of it.
The Edge looks like it was cut with a grinder or something. I'm talking about the black plastic piece that I'm pointing to is it supposed to extend further back beyond the radiator?

Im working through my never ending overheating saga and pretty much down to airflow. Now I'm thinking whoever installed the eforce kit for me did so many things wrong and now it seems that the heat exchanger is perhaps not in the right place and it is closing off the airflow to the radiator. I think it is supposed to be back a few inches more.
. If anyone has any images of where their e-force heat exchanger is please let me know. I'm also thinking that the Magnuson set up might be better since it looks like they leave the whole front of the car open and they place a high surface area thin heat exchanger over the condenser. This would allow all the airflow to come in that the car normally gets instead of blocking everything at the inlet.

Cant tell by the close up but it looks like it may be part of the air dam that directs air into the radiator\engine. Maybe someone else can chime in, but I wouldnt be able to check until I got home.
