I recently purchased a 2009 C6 and am considering making some performance mods. In your opinions, what are the most effective mods you can make for your dollar on this model?
You should state which performance characteristics you are loking to improve. Acceleration, top speed, cornering, handling, braking? Some combination from that list?
I greatly improved cornering and braking on my 2009 coupe with a new set of wider and lighter Cray wheels with stickier Michelin PSS tires (275F/295R) for about $2500. My next mod will be better shocks.

I recently did a similar analysis on the general forums. In terms of dollars per HP gained, the most bang for your buck is supercharging. Nitrous might be better, but I don't have the experience here.
Worst bang for your buck is a CAI on a 2009, but right behind it is headers. To add some clarification - headers, by themselves, give you very little performance return for a lotta money, but headers become an essential basis for other mods such as a cam.

When you ask a question, you need to be more specific about things like what you want to do. Race the drags or road track, long distance road racing, auto-X, car shows, road trips, or just weekend local drives? Maybe even give a idea of your budget too.
With the only info you've provided so far, I'd suggest the $2 shroud prop. It's easily the cheapest tenth you'd ever get on a 1/4 mile timeslip.
