Faulty Ambient Air temp sensor?

Faulty Ambient Air temp sensor?
Troubleshooting a long crank cycle on startup (2 seconds) and intermittently going rich on WOT and noticed my Ambient Air temp sensor sometimes reads 32 degrees on the scanner.
Started the scanner up this morning and it read 73f so figured it was an intermittent connection, then unplugged the sensor and it still reads 73f. It's the sensor under the passenger side headlight with the pointed plastic tiip so I'm sure I unplugged the right one, just weird that it still shows 73f when it's unplugged.
Also looked a a few other peoples scans and saw some of their scans also showed 32f and wondering if there's just a quirk in the way the scanner reads and displays ambient temp.
