It's possible the plug wires or coils are inducing some sort of interference on the speed signal. Make sure the wires are seated and that the engine isn't misfiring.
Not sure what monitoring he used, but looked at all sensors once he installed the new wheel assembly and they all were within range while driving. Even switched wiring harnesses between LF and RF with same result. No engine misfires.

So we spoke again today. He went through all grounding points, connections, etc. then pulled the EBCM. I was planning on sending it out to get it repaired. Interesting thing though, I am not seeing anyone doing repairs for a C6 EBCM only the C5s. I plan on calling a couple places tomorrow.

Does anyone know if the C6 EBCM can be repaired?

I did find several used ones on eBay, but not sure if they might be short lived too. I was able to find an AC Delco part #89060341 for what looks like the EBCM without the pump. It does contain 4 screws, so that would at least mean that the old one can be removed and the replacement part fitted on the pump.

Either way I would need to engage a dealership to program one off eBay or a new part to my vehicle. The eBay ones are listing $150-250, and the cheapest that I have seen the AC Delco part was $650!!! This is so frustrating.

Final Update - Problem Fixed!

I found a replacement EBCM off a 2008 Z06, he swapped it out, it communicated perfectly, no prior codes, so took it for a test drive. After about 7 miles he got the ABS error only (no TC or AH), checked the code and it was the C0040. Changed out the Wheel Hub Assembly and everything was cleared and working fine.

In his early diagnostics, he found the original RF wheel hub sensor had a resistance outside the expected range. That is what must have triggered the EBCM.
