On a Dynocom dyno I get 384hp/378t at the rear wheels. This is with stock cam and heads.

As for the X pipe and high flow cats that come with the OBX kits, it not bad, but once you have the X pipe pieces fitted together, best to drop the X pipe to have the middle band parts of the pipe welded together in the end (where you see the 4 band clamps in the below photo.
If you check around, should be able to find a OBX header, high flow cats, and X pipe kit for under $1K.
As for what comes with the kit, get better header collect bolts and nuts, use your old OEM manifold gaskets, and will need to plug the rear O2 sensors in the X pipe since your not gong to use them, and get extensions for the front Os sensors to relocate them back farther.

As for the diablo tune, will need a new tune file to flash in, since the motor is going to run leaner with the headers and the tune you have flashed in now, and will need the tune to turn off the rear O2 sensors.
As for the delete for the rear o2 sensors, with the cats located farther away from the heads, and the High flow cats not as effective as the stock cats closer to the head, you don't get a big enough differential reading between the pre and post OS sensors, and the car is going to throw codes. Hence the pre o2 sensors the motor uses when it running closed loop, and the post O2 sensors are just used to monitor the cats and how effective they are performing instead.
As for the high flow cats, you only losing around 3hp total running them, and the reason that you run them is so the car is not stinking of un-burnt fuel in the cabin every stop light instead. If all you have is a sniffer test if your area, with the correct tune and the high flow cats, you will pass the emissions tests. If you have smog visual tests in your area, then there is not way in hell your going to pass such with long tube headers in play.
