Note, make sure that your probe is on the termial, not the cable end connector since may have less than an ideal contact of the cable to terminal to being with. Also, if you are getting 14.6 volts on the meter, could be that meter is off to start with.
As for max level right after starting, depending on the state of the battery right after starting, have seen voltages up to 15volt for about a min, but will stabilize down to 14.7 quickly.
Battery voltage at the battery terminals 14.5 volts.

DIC set to voltage,14.3 volts. Hence DIC is telling the voltage at the ECM, which is voltage from the engine fuse box, to the BCM, and then to the ECM from the BCM. The DIC, or the voltage gauge in the dash, is not telling you the voltage of the dash cluster.
If you have after market spark plugs and/or after market spark plug wires, then these can cause RF feed back noise through the coils, it makes it way to the ECM (which is regulating the output of the Alternator) and can cause the alternator to put out less than 14.7 volts under the above conditions at idle (again, controlled by the ECM).
Note, alternator has two voltage sensing wires from the fuse box to it, with one being the horn fuse as well.
Hence both, the OEM wires, and OEM plugs have a higher resistance to work as RF noise suppressors, so the spark RF noise does not make it back to the coils/the ECM instead.
