Windshield wipers work only on 'high' setting

Windshield wipers work only on 'high' setting
I've played around with relays, but no luck. My wipers only work on 'high' and if I move the stalk to med, or low, or off, they stop in the spot where they were when I moved the stalk - they don't go down to the rest position by themselves.
I don't think it's the motor, because they are working.
Has anyone experienced this before or can think of a solution?
