I have a custom cam very similar in specs to the BTR 2. If my spidey senses are really on point, there are times (very infrequent) where I can feel the slightest/tiniest surge when my car is set on cruise and the car is at low RPMs (1500-1600). It's so faint you can't really feel it if you're not "trying" really hard to detect it.
Bottom line, even with a perfect tune your car may ever-so-slightly surge in rare situations.

OP, I run a BTR stage 2 on my LS3 and don't have bucking like it sounds like you have. It will occasionally surge lightly if I'm in a high gear decelerating at very low RPM, but that's it.
In 6th gear there should not be much surge at 1500 rpm, and none by 1,700 rpm for a cam with 5.5* of overlap if the tuner works at it. In 1st gear, where the load is light, some surge at 1500 rpm is not surprising.
