I believe you need a tech II or the dealer.
A mechanic friend of mine unlocked mine with something similar to the tech II made by Snap On.

Tech II connected to the car, year of the car-enter, Y model car-enter, diagnostics-enter, Radio-enter, Radio relearn-enter for standard disc radio's.
If a nav radio, then go into nav radio, and do the relearn there isntead.
If may luck out with someone local to you having a tech II since it only take about 3 mins to relearn a OEM radio to a another car, but if your going to wrench on the car, really need a Tech II or MDI with Tech2win clone yourself.
