TPMS not reading can't reset ?
i recently switched wheels and tires and mine all read somewhere from 23-27 psi
last time i did this, it de activated active handling and reduced the car to 55mph......after totally expecting that to happen im at a loss this time round...LOL
i did however order a reset tool from ebay that will be in tomorrow, so ill keep you posted
To get the RCDLR into relearn mode, car as to be in ACC mode and them the unlock and lock button pushes at the same time, then once you have the RCDLR in relearn mode, you need to trigger the TPMS sensors once at a time until the horn beeps, working from the front tire, clockwise around the car, ending up with the rear driver tire last, and which the horn will honk twice to signal that all 4 TPMS have been relearned into the RCDLR.
As for if a tpms is bad, I will pull its signal with a reader that can read it, to double check itself before even putting the car/RCDLR into relearn mode to start with.
IN your case, would pull the pressure reading of the sensor to begin with, drop pressure in the tire, and if the pressure reading of the sensor does not change with a fresh reading of it again, then bad TPMS sensor (such as slime used for a flat, got into the sensor, and why its reading the same pressure even with no air in the tire).

To add, if you have a set of tires with a cloned set of sensor that both sets are matching serial numbers for each tires set, get the other set not on the car far enough away that the RCDLR is not reading a TPMS on the set of tires not on the car isntead.
