New to me C6. 2006 with 17k miles. Would not read at the emission station. It does have power and cig lighter also working. I did notice the traction light and service traction came on when she tried to scan. It went off when I restarted the car.

If you have disconnected or replaced the battery lately it may take a few drive cycles for car to report everything ready for emission test.
OBDII port wiring does a direct connect to the BCM.
So would start of with cleaning the OBD II connector pins in case they are dirty or corroded, and if that does not solve the problem, then time to disconnect the battery to pull and clean the BCM connectors next.
Updating for anyone who reads in the future. It was the Drive cycle.
It ended up taking me 340 miles total.
20 cycles of starting the car from cold to warm and driving around. Mix of highway and city. I did the 55mph to 20mph without braking twice during that time.
Evap system just started reading one afternoon after sitting for a few hours.
