Best upgrade for the buck!

Hands Down ... Nitrous !
But, for me ... I would not use it
NOS sound fun!.. that will probably give me the instant pull that im looking for when on the freeway... i feel like the power kinda lags when i hit the skinny at freeway speeds...
im gonna say besides nitrous a stall converter and cam now if its your daily then maybe a 3400-3600 either Yank or Circle D with a quality tranny cooler and a mild cam dont forget supporting mods but if this is just your weekend toy or even mainly a track car then go with a 4000 stall and bigger cam such as a custom spec or Cam Motion Titan series or BTR 3 or 4 or the VR Kaotic cam also GPI spec cams are making alot of noise now days since you have an LS2 pick up some ported LS3 heads with that and a big nasty cam and again supporting mods you should be at around 500rwhp even thru the big stall and a mid 10 sec 1/4 mile car with practice

And after you put on a set of LS3 heads, you will need the matching LS3 intake manifold, injectors and fuel rail (which I just happen to have for sale)

Do you recommend shortys or long tubes?.. looking for something that is CARB legal..
1. There are No LTs with carb #s that I am aware off.
2. There used to be/may still be a shorty with a carb #, however very expensive for very small gain.
My suggestion is to locate C6 Z06/ZR1 manifolds, cats, & X pipe used on the forum. Do a little research regarding which
after the cat pipe fits with automatic trans. Should be able to acquire for less than ~$500.00.
With a tune the aforementioned exhaust should net you ~15-20 RWHP about 60%+ what LTs and a tune would on a bolt-ons
set-up.
While TECHNICALLY this MAY or MAY NOT be compliant. It is a legal system in the same chassis and
Extremely Unlikely to be detected on a visual.
I actually have these parts and plan to do this on my 07....
As soon as I have Stacked more SILVER to combat the continuing Planned Devaluation of the Dollar.
Just my .02
Good Luck

Filling out a bit more info on your profile would have narrowed down those options to something CA legal, since you said "CARB legal". Just the state where you live already limits what is allowed and your wrenching ability limits the size of the $$$$ needed.
Arbitrarily adding power without first defining the need/use is a waste of time and money. If spending $2 and 5 minutes to gain .15 seconds in the 1/4 mile time, why spend over $400 to do the same, unless it's the bling factor?

Im not racing it on the track.. just looking for additional power just for fun on the streets.....
The secrets to CARB legality ARE IF-
1) It is not visible to the eye UNLESS it has a CARB exemption sticker
2) No codes are thrown.
3) It looks and sounds, within reason, stock. There are cams that sound stock.
What they don't see or hear won't hurt you.
If it can be tuned without altering the bitsum in the ECM you should be OK.
What they will NEVER know about- different pistons, rods, cranks, pushrods, rocker arms, and most importantly, any head porting or machining.

Whatever works on the track, also applies to additional power on the street. In the case I mentioned, CA inspectors may nix the air intake if it's not OEM, but when you can install or uninstall (and return to stock) something that is low cost and effective in just 5 minutes, it beats spending big bucks for something that doesn't work that well.
Don't forget to limit your "fun on the streets", to avoid bigger legal problems and insurance costs.

Reading all that tells me his best mod is moving out of California.
