Oil reset
If you want to make the percentage read 100%, then will need to use a Tech II to reset the percentage amount instead.
No, there is not way to change the percentage gauge of what is thinks is the percentage life of the oil.
The percentage gauge does not work off mileage alone, but motor demands as well, to come up with what it thinks is the percentage life of the oil. If car is just lightly driven, may get 10K before the gauge reads zero, while in most cases with higher motor demand used, gauge percentage will go to zero before the 10K mark instead.
So for 20K, not going to happen with the percentage gauge, since normal oil life is around 10k (less if you are on the motor more), or should be replaced yearly if less mileage instead.
So lets back up on this running the motor for 20K between oil changes (even if you do managed to drive the car that amount in a year and not changing the motor oil due to yearly changes), and its not a wise idea to begin with.
The additives in the oil will have broken down at the 10K mark (what Mobile warranties the oil for), and the amount of fouling in the oil will be even worse. So your talking more engine wear due to the over fouled oil, and even to the point that you start to sludge/oil bake fouling build up in the engine too.
As for the yearly oil changes, it what deposits in the oil in a year from hot and cold cycles, and why its changed yearly, even if the car was not driven to the point that is required and oil change due to mileage/percentage life instead.
So bottom line, learn to do your own oil changes, which is about $20 a year if you are only driving the car about 10K, or when the oil is fouled enough that it and the filter needs to be changed on a Wet sump motor if you do drive the car more than 10K per year.
On a dry sump motor that used 10.5Qts of oil, then another 5qt jug of oil, so another $15 instead.
Myself, get about 8K mileage out of the oil before I deem it too dirty in a year if driven that much, but most of time, it just the yearly oil changes each year before the car is stored for the winter instead.
Simply, Just keep your eye on Walmart sales, and when they do specials on the 5 qt jugs of Mobil 1 for around $15, stock up to cover your for a few changes.

And no, either are really the same. Its just when you use the tech II, makes it read the 100% oil life on start up as a GM shop completed "Warm and fussy" kind of thing really. If you go to a oil change place that does not use a tech II, then first start up read 99%, and makes some owners feel cheated not getting that extra 1% if they are used to the dealer doing the changes isntead.
But to point out, since the dealer does put the Tech II on the car to reset the oil, they are also pulling any DTC (some that would not throw a dash light to begin with) and will let you know if they find any as well). So although will find that the dealer doing a oil change will be more expensive, they are checking the car for DTC's as the same time as well.
