BCM Reprogramming
Hence 2009 or older, someone local may have a tech II and TIS200 to firmware flash the BCM for free. TIS2000 will flash GM car modules from 1980 to 2009.
IF car is 2010 or older, then you would need to have a AC/Delco TDS subscription for the vin ($40 for 24 months) that they could use to flash the BCM with TDS instead.
So with either TIS2000 Or TDS, the Tech II is just used as a pass through device to firmware flash with these programs doing the work (firmware flash/security code lock the BCM to the car.
As for once the BCM is firmware flashed/secuirty key coded to the car with Tis2000 or TDS via the Tech II device in pass through, then tech2 itself (it's internal software or Tech2win with MDI device) is used to go into BCM special programing to make sure that the BCM is set up as USA for country use, and the correct RPO codes are activated in the BCM programing for what the car has on it.
