They do go bad from what I've seen. I'd check for power there.
Also check your vacuum lines and make sure they aren't disconnected or have a leak.

I had this problem this year. The Npp controller was not the issue. I replaced the vacuum valve in the rear of the car. GM part number 25794610.
I removed 2 of the rear tail lights and was able to reach down and unscrew the valve. Removed 2 small hoses and reattached to new valve. Valve is about 2-3 inches long and black in color.
Simple fix.
