Oh,OK !!…so with the scan tool you can’t communicate with the ECM but you can with all other modules ??…my friend will get back to me about the logic for that driver to close but for now we should check powers and grounds at the ECM…I have ALLDATA for an 09 so that should work…will let you know.
No, my scan tool (HP Tuners) can connect with the ECM and TCM always. HP Tuners lacks the ability to communicate with modules apart from ECM and TCM.
Looking at the wiring some again make sure fuse 56 is good (ECM/TCM Easy Key)...I don't see that fuse underhood but it IS listed in Alldata...you'll have to check.
I'd swap or change the RUN/CRANK relay at the BCM...that relay powers ECM fuse which is below the RUN/CRANK relay in the BCM...check that fuse and also fuse 9 underhood (PT INPUT/ETC) !!...when the load side (pins 87 and 30) of the Run/Crank is energized and supplies power to the ECM which is Ignition 1 voltage... I'm thinking when the ECM see voltage there at pin 19 it may close the driver for Relay 44 in question ????...maybe jumping pins 87 and 30 at the run/crank relay may power up those fuses ??
I know one thing is I'm needing to study the starting system on the C6...C5's I know with my eyes closed...LOL !!!
All fuses are ok and the ECM is powered as expected, both at X1 pin 20 and X1 pin 19. I can read the tune from the ECM, connect the scanner and read DTC codes with the HP Tuners. If I remove relay 44 and wire jump H14/F13 all fuses are powered. Putting back the relay in place, take out pin 59 from the X1 connector and manually connect it to ground will activate relay 44 and all related fuses get 12V as expected.
Today I got the new engine compartment fuse box I bought. Replaced it, but nothing changed. I guess the next step will be to purchase a new ECM and see if that solves the problem.
The failure boils down to that the ECM refuses to pull pin 59 on connector X1 to the ground. I also always get DTC code U2105 when switching on IGN.

I’d wait until you get your Tech 2 before going for an ECM and see if the Tech 2 can command that driver to close.
Sorry to revive this thread. I'll start my own but I could use some help. I have a similar issue. I attached the codes I get. These codes showed up after I did a clutch job myself. I was sure that I accidentally cut the harness that goes up against the torque tube but I took the car apart again and I don't see any obvious broken wires. There is another harness that goes RIGHT above the bell housing. I got aggressive with that one so MAYBE that's the one that I accidentally cut into...
