I asked this question also. I can't tell you the technical details but basically what it came down to is pulsing of the LED's as well as frame rates the camera used. Similar to the old wagon wheels being taped and they appear to slow down or even reverse at times even though we know they aren't. Hope that helps.

If you film a TV screen it'll do the same thing. It's blinking faster than we can see in person, but sometimes the camera will catch the LED when it's in its off and it looks like they're blinking on camera.

I think it would be a cool feature. If it's legal. I believe most people have a problem with depth perception when driving, it would stop some rear end accidents.
Where n the heck was that video taken ? I would be freaked and I was waiting for you to turn around !! Killer, How long did you get to talk to them and what were they doing? Wow !!!
LED xmas lights do this same thing when video recording them. The camera frame rate is slightly off from the LED lights causing a steady light then it disappears then reappears repeatedly.
BTW, I can see the Caddy tail lights flickering when I follow a Caddy and when glancing sideways, I can see the flicker. Really anoying.

The video was taken in or near Mesa AZ. That is just east of the city of Phoenix.

This is correct but I can add a bit of info.
Diodes only allow current to flow in one direction, so light emitting diodes only glow when the voltage across them is, say, positive to negative rather than negative to positive. Since most christmas lights just run off of wall AC power (without an AC to DC converter brick) those flicker at 60 Hz just like the voltage coming out of the wall.
Since car electrical systems are DC, you wouldn't think that the LEDs in the tail lights would flicker. However, car taillights need to vary in brightness depending on whether the brake is being pressed. It turns out that the best way to do that with LEDs while maintaining the same color is add a tiny bit of circuitry to pulse them on and off (more off when the brake is not pressed). This is called "pulse width modulation" if you want to google more info.
I think different vehicles use different pulse frequencies. I can see the strobing in some (but not all) LED tail lights at night if I move my eyes quickly. Some people can't see it at all and some say they can see it without moving their eyes, so people's sensitivity to it differs as well.
