With the C7, no reason to believe there will be any difference between the two.

From what was in that last video I was quoting in the vertical LEDs thread, the gearing between the Z51 and base will be different. It's possible the top speeds will be different.

The base will be hitting 6020 RPM at 190 and the Z51 will be hitting 5800 at 190 MPH.
Max Horsepower figures so far shown by GM are at 5900 RPM, right in the middle of the two versions different gearing. because of the greater torque multiplication of the base car it should be able to reach a little higher RPM then the Z51 in 5th gear. Just like the C6, both versions should have the same top speed.
