Am I reading the order form wrong, I want chrome wheels in the Z51/2LT and the Q7E line says I have to get two sets of wheels. I don't understand. Thanks for you help.

This was talked about in another thread. GM didn't really explain that correctly in this order guide and the updated one will say it like this:
"If ordered with any LPO wheels, please NOTE: Car is being ordered with 2 complete sets of optional wheels. Please make sure customer desires both sets of optional wheels before proceeding."
This means you can order an upgraded wheel PLUS the dealer installed accessory wheel. In the past you weren't able to do that. If you ordered the LPO dealer installed wheel on your car, the car had to come from the factory with the base wheel.
I am sorry to get into this again, but if I want chrome wheels on the base car which RPO do I use to get them from the factory and only the one set on the car, thanks?
