GM takes years to modify it's engines because of too many costly rules & regulations. The EPA crazies would make GM spend millions again, just to re-certify a simple 10hp increase.
Then GM has to pass ever-more costly mpg increases in the coming years.
Plus more needless emission & safety paranoia. The Big Gov madness never stops. And you know Obama has his spies snooping all over the place, as the naive have finally learned.
If it wasn't for the EPA crazies, you wouldn't have a 460hp motor that still delivered 26+ mpg and the engine/chassis management systems we have now. The rest of your post is incoherent and has nothing to do w the subject of the thread. Take the political meanderings to OFF TOPIC. That's why it's there.
Think about how important The Time will be, and how expensive and difficult it will be to achieve a great one. I would not want to be the person in charge of that effort. And GM's in a tough spot, after having made a big deal of The Time in the CTS-V campaign and in chasing The Time with the ZR-1 -- they can't be the first manufacturer to turn away from it.
In fact, I wouldn't be surprised if the VIR lap times were a trial balloon to see if they can deemphasize The Time.
